ARTA Architects
The 1,000-meter Kai Tak Promenade (Metro Park section) offers a balanced approach to urban waterfront design, combining functionality with aesthetic consideration. This project reconnects Hong Kong with its harbour edge through a series of well-considered design decisions that prioritize both people and place.

The design takes cues from Kai Tak’s established design language (Kai Tak Design Guideline), with gently curving forms that reference tree trunks – a nod to the area’s branding while creating natural divisions between different activity zones. These organic shapes help organize the space into distinct areas for relaxation, socializing, and movement, all while maintaining visual coherence.

A central shared pathway – “Greenway” accommodates both walkers and cyclists, its undulating edges creating natural stopping points and viewing areas. The design carefully considers its surroundings, maintaining visual connections to the nearby sports park while providing appropriate screening for adjacent residential areas. Amenities including an amphitheatre, play areas, and exercise spaces are integrated thoughtfully throughout, supporting community use without dominating the space.

Environmental considerations inform many of the design choices. Planting combines native species with practical benefits like shade provision and microclimate improvement. Sustainable materials, particularly in seating and decking, demonstrate how responsible choices can be incorporated without compromising on quality or appearance.

One of the project’s notable features is its approach to the water’s edge. The 600-meter stretch of harbour steps provides direct access to the water, a relatively uncommon feature in Hong Kong that encourages closer engagement with the waterfront. This design decision reflects a broader intention to make the harbour more accessible and enjoyable for everyday use.

Subtle references to Kai Tak’s aviation history appear in elements like the shelters and restrooms, offering quiet reminders of the site’s past without overwhelming the contemporary design. These touches add depth to the space while remaining functionally appropriate.

The promenade represents a practical yet progressive approach to urban waterfront development. It demonstrates how public spaces can address multiple objectives – connectivity, recreation, environmental responsibility, and historical awareness – through careful design. The result is a space that serves its community well today while remaining adaptable for future needs.
