依托洱海公园生态、区位、环境景观资源优势，“以打造大理市公园休闲绿肺”为定位，采用“保护公园生态环境、激发公园运动活力、提升公园品质等”作为策略，符合洱海公园独特的环境特征。规划“尊重自然、延续本土文化、完善基础设施”的构想，符合“洱海公园”在大理市城市发展中的目标原景。总体规划建设目标，符合大理生态环境保护、旅游、文化发展的方向。

由于“洱海公园”处于大理市生态环境景观及历史文化聚焦的重点区域，城市总体规划中赋予绿地公园体系的职能，应科学测算其能承载的商业价值容量，避免过度开发建设，破坏其生态环境及景观价值，背离“城市绿地”的性质。

娱乐项目的引进，应重视视线管控分析，特别是临海面的主景观区域，应避免绿色山体景观意向的连续性被破坏。

景观植被的替换应充分考虑自然生态群落的平衡关系、现状植被的价值以及场地地貌特点，以“花”来营造景观意向应分析是否符合“团山”的特质。

道路交通体系的组织应以生态环境保护为主旨，依托公交体系，尽量减少机动车体系对环境氛围的破坏。

In the introduction of entertainment projects, attention should be paid to the analysis of line of sight control, especially in the main landscape area facing the sea, and the continuity of the green mountain landscape intention should be avoided.
