深圳蛇口港第三突堤集装箱码头二期工程
项目概述深圳蛇口港第三突堤集装箱码头二期工程(以下简称蛇口二期工程)位于深圳蛇口三突堤,规划建设2个10万吨级全集装箱码头(3#泊位和4#泊位),设计年吞吐量80万TEU,工程总而积28万平米,岸线总长700米,工程总投资17.6亿人民币。蛇口二期工程由中外合资建设经营,其中,中资持股比例51%,外资持股比例49%。
Project Overview: The Shenzhen Shekou Port Third Pier Container Terminal Phase II Project (hereinafter referred to as the Shekou Phase II Project) is located on the Shenzhen Shekou Third Pier. It plans to construct two 100000 ton fully integrated container terminals (berths 3 and 4), with a designed annual throughput of 800000 TEU, a total area of 280000 square meters, a total shoreline length of 700 meters, and a total investment of 1.76 billion RMB. The Shekou Phase II project is constructed and operated by a Sino foreign joint venture, with Chinese investors holding 51% of the shares and foreign investors holding 49% of the shares.

深圳蛇口港区三突堤二期集装箱码头工程(以下简称“二期工程”)位于深圳市南山区蛇口街道蛇口集装箱码头园区,二期工程码头总长700m(其中4#泊位长度370m),有停靠第五、六代集装箱船的专用泊位2个(3#、4#泊位),陆域面积28万m2,设计年吞吐能力为50万标准箱(其中4#泊位设计吞吐能力为25万标准箱)。二期工程于2000年11月28日开工建设,于2002年5月14日取得原国家环境保护总局《关于深圳蛇口港区三突堤二期集装箱码头工程环境影响报告书审查意见的复函》(环审[2002]104号);2003年8月至2004年12月二期工程通过环境保护验收。根据验收资料,二期工程实际吞吐量已达到80万TEU/a。

The second phase of the project started construction on November 28, 2000, and received a reply from the former State Environmental Protection Administration on May 14, 2002 regarding the review comments on the environmental impact report of the second phase of the Shenzhen Shekou Port Area Three Piers Container Terminal Project (Environmental Review [2002] No. 104); The second phase of the project passed the environmental protection acceptance from August 2003 to December 2004. According to the acceptance data, the actual throughput of Phase II project has reached 800000 TEU/a.

深圳港蛇口港区三突堤集装箱码头二期工程4#泊位升级改造工程(以下简称“本工程”)拟将4#泊位停靠船舶由5万吨级升级为15万吨级,主要工程内容为码头前沿停泊水域拓宽疏浚工程及码头结构加固修复工程等;改造后4#泊位长度不变,仍为370m,根据停靠船舶的大小借助三期工程5#泊位进行停靠,改造后4#泊位码头设计年通过能力不变,仍为25万标准箱。改造后运输集装箱种类不变,仍为普通箱、冷藏箱、特种箱及危险品箱等。
The Phase II Project of Shenzhen Shekou Port Area's Three Piers Container Terminal, Berth 4 Upgrading and Renovation Project (hereinafter referred to as the "Project"), plans to upgrade the berthing vessels of Berth 4 from 50000 tons to 150000 tons. The main project content includes the widening and dredging of the berthing water area at the front of the wharf and the reinforcement and repair of the wharf structure; After the renovation, the length of berth 4 remains unchanged at 370m. Depending on the size of the docked vessels, berth 5 will be used for docking in the third phase of the project. The designed annual throughput capacity of the dock at berth 4 remains unchanged at 250000 TEUs. After the renovation, the types of transportation containers remain unchanged, including ordinary containers, refrigerated containers, special containers, and dangerous goods containers.

工程内容多、专业面广
项目包括24万平方米的陆域堆场,700米长的码头,设计船型为66o0聊集装箱船,兼顾船型最大可达12500TEU集装箱船,船舶荷载大,岸桥规格高。工程涉及陆域形成、软基处理、道路堆场、航道、工艺、机械、水工结构、房屋建筑、给排水、供电、控制、通信、消防、环保、劳动安全卫生、概预算等各个专业。
Multiple engineering contents and broad professional scope
The project includes a 240000 square meter land storage yard, a 700 meter long dock, and a designed ship type of 66000 TEU container ship. The maximum ship type can reach 12500 TEU container ships, with large ship loads and high specifications for shore bridges. The project involves various specialties such as land formation, soft foundation treatment, road storage yards, waterways, processes, machinery, hydraulic structures, building construction, water supply and drainage, power supply, control, communication, fire protection, environmental protection, labor safety and health, and preliminary budgeting.

实施条件复杂
工程区域淤泥层厚,地质情况复杂(表层抛过石料),水域地质持力层风化程度复杂,规律性差。
项目周边是已在运营的一期项目,生产任务紧张,施工作业面限制多。
Complex implementation conditions
The engineering area has a thick silt layer and complex geological conditions (with stones thrown on the surface). The weathering degree of the geological bearing layer in the water area is complex and the regularity is poor.
The surrounding area of the project is a phase one project that is already in operation, with tight production tasks and many restrictions on construction operations.

业主对项目要求高
业主为中外合资企业。工程建设要求参照国外和香港的一些标准。对重要结构采用高于国内标准的要求。新材料、新工艺、新结构运用多,砼温控对管理的要求增加了难度。
Owners have high requirements for the project
The owner is a Sino foreign joint venture. The engineering construction requirements refer to some standards from abroad and Hong Kong. Adopt requirements higher than domestic standards for important structures. The use of new materials, new processes, and new structures has increased the difficulty of managing concrete temperature control.

项目管理目标
项目管理目标:在业主规定的30个月工期内,在严格遵守业主制定的项目管理手册各项规定及严格控制分期资金投入的前提下,将一个质量优良(五十年高耐久性),功能合理,满足合同要求的大型集装箱码头及相应设施提供给业主。

项目范围
在项目管理工作中最先开始也是最重要的任务就是必须明确项目的范围,正确的定义和详细划分项目的工作内容、确定工作标准对整个项目的顺利开展具有决定性的作用。在蛇口二期工程中,我院根据业主对项目的具体要求和设计文件,结合港口工程的实际情况,对整个工程进行了明确分项(即分成陆域形成、地基处理、水工码头、道路堆场、设备采购和电气安装六个分项),对每个项目的工作内容、工作范围进行明确定义,并反复讨论各个项目的边界条件,避免各项目之间在施工时相互干扰或重复施工,使各项目既具备各自的独立性又有实际的可操作性。如地基处理与道路堆场的交接面,既要考虑地基处理项目的独立性及验收要求,又需考虑不要给道路堆场的基面形成带来重复施工。
Project scope

In the second phase of the Shekou project, our institute has made clear sub items for the entire project based on the specific requirements and design documents of the owner, combined with the actual situation of the port engineering (i.e. divided into six sub items: land formation, foundation treatment, hydraulic wharf, road storage yard, equipment procurement, and electrical installation), defined the work content and scope of each project, and repeatedly discussed the boundary conditions of each project to avoid mutual interference or repeated construction during construction, so that each project has its own independence and practical operability. As for the interface between foundation treatment and road storage yard, it is necessary to consider the independence and acceptance requirements of the foundation treatment project, as well as not to cause duplicate construction to the formation of the foundation surface of the road storage yard.
