市水利局内设机构9个：办公室、水旱灾害防御科、监督科、规划计划和建设管理科、水资源和水土保持科（市节约用水办公室市水土保持委员会办公室）、市河湖长制工作科、财务审计科、政务服务科（政策法规科）、农村水利科。另设机关党委。市水利局行政编制27名，工勤编制3名，其中，领导职数：局长1名，副局长3名（其中1名兼任市“河长制”办公室专职副主任）；正科级11名（含总工程师1名、机关党委专职副书记1名），副科级3名。主要职责：组织编制全市水利发展战略规划、中长期改革发展规划、重大区域发展战略水利专项规划；指导全市水利工程建设管理，制定水利建设管理制度并组织实施；指导河湖水域及其岸线的管理、保护，指导河道管理范围划定、河口管理和保护工作；指导河道采砂规划和计划的编制，指导、监督全市河道采砂管理工作；监督指导全市水政监察和水行政执法，指导水政监察队伍执法能力建设，组织查处较大涉水违法事件；拟订节约用水政策，组织指导计划用水和节约用水工作；组织协调指导全市水土保持工作，负责全市水土流失综合防治、监督管理和监测评价工作等。

Main responsibilities: Organize the preparation of the city's water conservancy development strategic plan, medium - and long-term reform and development plan, and major regional development strategy water conservancy special plan; Guide the construction and management of water conservancy projects throughout the city, formulate water conservancy construction management systems, and organize their implementation; Guide the management and protection of rivers, lakes, and their shorelines, delineate the scope of river management, manage and protect estuaries; Guide the planning and formulation of sand mining in river channels, and guide and supervise the management of sand mining in river channels throughout the city; Supervise and guide the city's water administration supervision and law enforcement, guide the construction of law enforcement capabilities of water administration supervision teams, and organize the investigation and punishment of major water related illegal incidents; Formulate water conservation policies, organize and guide planned water use and water conservation work; Organize and coordinate the guidance of the city's soil and water conservation work, responsible for the comprehensive prevention and control, supervision and management, and monitoring and evaluation of soil and water loss throughout the city.
