China Communications Third Navigation Engineering Survey and Design Institute Co., Ltd. (formerly known as the Third Navigation Engineering Survey and Design Institute of the Ministry of Transport, hereinafter referred to as the Third Navigation Institute) was established in 1958. It is a wholly-owned subsidiary of China Communications Construction Co., Ltd., a "Fortune 500" enterprise, a well-known comprehensive large-scale survey and design company at home and abroad, a national civilized unit, a high-tech enterprise in Shanghai, and one of the top 50 engineering survey and design enterprises in China with survey and design revenue. It has been jointly rated as one of the "Top 60 Chinese Engineering and Design Enterprises" by ENR and Architectural Times in the United States, and has been rated AAA credit rating multiple times.

The professional settings are complete. The Third Navigation Institute has the national first-class comprehensive engineering design qualification, first-class comprehensive engineering survey qualification, first-class engineering consulting, general contracting, engineering cost, marine surveying and mapping, engineering surveying and other qualifications, first-class general contracting for port and waterway engineering construction, second-class qualification for urban and rural planning preparation, and the right to operate external contracting projects.
