营口图书馆位于中国东北的沿海城市营口市，作为地区标志性建筑，是营口市文化新区开发的第一步。该建筑设计的概念即一朵漂浮于平台之上的核心云朵。建筑的形态遵循规则的对称系统，是由一个核心部分将四个翼连接在一起。建设的功能组织是将图书馆和儿童图书馆设于东侧，西侧为档案馆和政府档案馆，包含一个中央公共区域连接其他所有功能。在首层的北部设置了功能相对独立的公共报告厅。

Yingkou Library is located in Yingkou, a coastal city in northeast China. As a regional landmark, it is the first step in the development of Yingkou Cultural New Area. The architectural design concept is a core cloud floating on the platform. The shape of the building follows the regular symmetry system, which is connected by four wings by a core part. The functional organization of the construction is to set up the library and children's library in the east, and the archives and government archives in the west, including a central public area to connect all other functions. A public lecture hall with relatively independent functions is set up in the north of the first floor.

建筑主要入口设于南侧，由二层直接进入位于中心的公共区域。在此区域中旅客可以分别进入到档案馆和图书馆及上层空间。儿童图书馆和报刊阅读区在建筑首层东侧设有两个独立的出入口。建筑的后勤货运全部都在首层东西两侧解决。北部设有服务于报告厅的主入口和一个贵宾专有的独立出入口。地上总建筑面积为50,000平方米，地下一层为12,000平方米，包含停车场、设备用房和中部的厨房、员工食堂和更衣室。

The main entrance of the building is located on the south side, and the public area in the center is directly accessed from the second floor. In this area, passengers can enter the archives, library and upper space respectively. The children's library and newspaper reading area have two independent entrances and exits on the east side of the first floor of the building. The logistics and freight of the building are all handled on the east and west sides of the first floor. In the north, there is a main entrance serving the lecture hall and a VIP exclusive independent entrance and exit. The total building area on the ground is 50000 square meters, and the underground floor is 12000 square meters, including parking lot, equipment room, kitchen in the middle, staff canteen and dressing room.

营口市图书馆正式成立于1956年10月21日，馆址位于辽河大街新立里1号，建筑面积800平方米。1984年9月，迁至站前区渤海大街东6号，建筑面积3800平方米。2007年5月迁至站前区公园路10号，建筑面积1.2万平方米。2018年7月迁至西市区青花大街西8号，位于图书大厦的东部，建筑面积2.1万平方米，2019年4月23日全面对外开放。

Yingkou Library was officially established on October 21, 1956. The library is located at No. 1 Xinli, Liaohe Street, with a building area of 800 square meters. In September 1984, it moved to No. 6, East Bohai Street, Zhanqian District, with a building area of 3800 square meters. In May 2007, it moved to No. 10, Park Road, Zhanqian District, with a building area of 12000 square meters. In July 2018, it moved to No. 8 West Qinghua Street in the western urban area, located in the east of the Book Building, with a building area of 21000 square meters. It was fully opened to the public on April 23, 2019.

营口市图书馆是营口地区藏书最多、规模最大、历史最久的图书馆，新馆为读者提供开架图书20万册，提供阅览座位1500个，无线WIFI全覆盖。是我地区文献信息共建共享中心、市民终身学习的教育中心、举办读者活动的文化中心。

近年来，市图书馆秉承传承文明、服务社会的宗旨，坚持以读者为本的服务理念，实行全免费公益“零门槛服务”，采取“共享强馆、科技立馆、品牌亮馆、活动促馆、文明塑馆”五大举措，推动营口地区公共图书馆事业科学发展。引进图书馆集成管理系统，实行总分馆制模式，建成市、县（区）二级图书馆服务网络；启动“数字图书馆”建设，加强公共电子阅览室、共享工程建设，引进30余种大型电子数据库，创新服务手段和方式，大力开展新兴媒体服务，在全省同级馆中率先推出手机“移动图书馆”服务；大力开展全民阅读推广活动，形成 “世界读书日系列”、“图书馆宣传周系列”、“迎新春系列”、“寒暑假系列”、“庆六一系列”等主题活动；关爱特殊群体需求，提供“盲人领航”、“益智启蒙”、“情暖夕阳”、“学海轻舟”等特色品牌服务。
