Project Introduction

本项目位于四川省宜宾市长宁县城市中心，河道名称为“碧玉溪”,全长3.5km，河岸两侧景观面积约12.5万方，河道穿城而过，灌渠化严重、干涸、河床底部左右两侧均为市政截污干管，约7公里，污水渗漏，河水污染极其严重，两岸建筑老旧，生活污水乱排，现状杂乱、黑沉，居民生活品质极差，已严重影响城市形象，急需整治。

The project is located in the urban center of Changning County, Yibin City, Sichuan Province. The river channel is named "Biyuxi", with a total length of 3.5 km. The landscape area on both sides of the river bank is about 125000 square meters. The river passes through the city, with serious irrigation channelization and drying up. There are municipal sewage interceptors on both sides of the bottom of the river bed, about 7 kilometers long. Sewage leakage causes extremely serious river pollution. The buildings on both banks are old, domestic sewage is discharged in disorder, the current situation is chaotic and dark, and the quality of life of residents is extremely poor, It has seriously affected the image of the city and is in urgent need of rectification.

长宁县以“蜀南竹海”4A景区而闻名于世，全县以“竹”为主要特色文化，但景区名气远大于县城名气，县城沉寂，“竹”为最大资源优势，但未做到物尽其用，导致特色不够突出，产业不够发达。

Changning County is famous for its 4A scenic spot of "Southern Sichuan Bamboo Sea". The county has "bamboo" as its main characteristic culture, but the reputation of the scenic spot is far greater than that of the county seat. The county seat is silent, and "bamboo" is the greatest resource advantage, but it has not made the best use of its resources, resulting in insufficient distinctive features and insufficient industrial development.

项目设计充分分析了县城地域、文化、特色、旅游、产业等各方面发展因素，以城市修补、生态修复为宗旨，以“城景融合”“乡村振兴”国家发展战略为背景，以更高的视角看待项目，旨在为碧玉溪找准未来的角色定位，真正做到“还河于民”，改变城市形象。

The project design fully analyzes various development factors such as the region, culture, characteristics, tourism, industry, and other aspects of the county seat. With the purpose of urban repair and ecological restoration, and the national development strategy of "urban landscape integration" and "rural revitalization" as the background, the project is viewed from a higher perspective, aiming to identify the future role of Biyuxi, truly achieve "returning the river to the people", and change the city image.

注入《中国竹都·最美竹海》主题,打造竹海长宁全域旅游；让竹文化深度体验游成为长宁弯道超车的新增长点，培育地域特色品牌产业，吸引人口回流与外地游客:以碧玉溪为纽带为产业振兴塑造良好环境；以景观主题植入为产业振兴建立开放平台；以城市更新改造为产业振兴提供展示窗口；深挖竹、融景城，产城旅，三维一体综合发展。

本项目设计既要体现社会价值，又要突出经济价值。其社会价值主要体现在还河于民，让城区居民能够重新感受到河水的清澈、美妙；其经济价值主要针对长宁的全域旅游，改变景区名气大于城市的现状，达到“城景融合”目的。

The design of this project should not only reflect social value, but also highlight economic value. Its social value is mainly reflected in returning the river to the people, enabling urban residents to feel the clarity and beauty of the river again; Its economic value is mainly aimed at the overall tourism of Changning, changing the status quo that the scenic spot is more famous than the city, and achieving the goal of "urban landscape integration".

河道反渠是重中之重，治污、河堤生态修复、水质治理等均是难点，恢复河道生态将为旧城改造课题作出贡献。

River diversion is a top priority, and pollution control, ecological restoration of river embankments, and water quality control are all difficulties. Restoring river ecology will make contributions to the topic of urban renewal.
