规划背景：
随着贵广高铁的开通，贺州“三省通衢”、“桂东桥头堡”的区域地位进一步提升。厚积薄发的贺州进入发展的快车道，土地诉求日益强烈，跨江发展成为必然趋势。“一江两岸”作为城市的核心空间载体，必将承担新的历史使命。
Planning background:
With the opening of Guiyang Guangzhou high-speed railway, the regional status of Hezhou as the "thoroughfare of three provinces" and the "bridgehead of Guidong" has further improved. Hezhou has entered the fast lane of development, with increasingly strong land demands, and cross river development has become an inevitable trend. As the core space carrier of the city, "one river and two banks" will surely undertake a new historical mission.
技术思路：
一江两岸的发展需要从城市整体格局出发，思考滨江地区与城市的关系,规划从贺江三次蜕变、三大举措、五大平台、三大步骤几个方面，建设一江两岸建设发展的规划实施大数据和整体行动路径，再现千年贺州辉煌，实现“小城市·大故事”的新梦想。
Technical ideas:

三大举措——
通过“空间平台搭建、主题项目引领、行动步骤谋定”三大举措，将一江两岸地区打造成为“凸显山水特质，彰显魅力品质、回归亲水生活”的城市脊梁。

五大平台——
四心拥江的空间平台：以贺江为脊，打造八步老城生活商贸中心、八步新城综合服务中心、生态新城文化旅游中心、莲贺组团生态人文中心的“一带四心，拥江发展”的结构。
活力多彩的功能平台：以传统民俗文化、多民族风情、生态观光体验为主题，塑造客家文化园、西约传统商业街、临贺故城等十大滨江景观，形成一条30公里贺江时空体验长廊。
曲水连城的景观平台：以贺江为核心，构建“一横六纵”，流域达50公里曲水连城，城绿交织的绿色生态体系。
紧密高效的联系平台：搭建通畅紧密的两岸互动交通体系，优化滨江路线型与走向，将其交通职能向外转移；增加沿岸新区的道路网密度，加强城市腹地与滨水区的联系。
高品质公共设施平台：依托公交骨架，沿贺江布局各级公共服务中心，拓展和延伸南北两岸的城市公共服务轴，形成“珠链式”的多中心服务体系。
Five platforms——

Dynamic and colorful functional platform: with the theme of traditional folk culture, multi-ethnic customs and ecological tourism experience, create ten riverside landscapes, such as Hakka Cultural Park, Xiyue traditional business street, Linhe ancient city, and form a 30 kilometer space-time experience corridor of He river.
The landscape platform of Qushui Liancheng: with the He River as the core, build a "one horizontal and six vertical", with a watershed of 50 kilometers, and a green ecological system of Qushui Liancheng intertwined with city green.
Close and efficient connection platform: build a smooth and close cross-strait interactive transportation system, optimize the line shape and direction of Binjiang Road, and transfer its transportation functions outward; Increase the density of the road network in the new coastal areas and strengthen the connection between the urban hinterland and the waterfront.
High quality public facilities platform: relying on the public transport framework, public service centers at all levels are arranged along the He River to expand and extend the urban public service axis on the north and south banks, forming a "bead chain" multi center service system.

厦岛组团、江南新城组团依托八步城区成熟的公共服务和基础设施，向南疏导城市势能，顺势而为，实现价值；生态新城借力高铁带动效应，以主题旅游项目催化激活，造势而动，培育价值；莲贺组团凭借优越人文和自然资源，蓄势而发，发现价值。

特色创新：
1、从大区域的视角分析一江两岸地区应承担的历史使命，明确各功能组团的发展定位及发展方向，建立贺江“三次蜕变、三大举措、五大平台、三大步骤”的实施纲领。
2、突出行动实施，空间框架先行。通过一系列的行动计划和近期核心项目库，旗舰项目与特色主题项目相结合，实现城市建设的滚动发展。
3、以开发单元管理模式导控城市建设。在单元的总量控制的框架下，各地块可以实现灵活的指标调整，既保证整体功能架构，又可满足灵活性和未来开发的协商性。
Characteristic Innovation:

实施绩效：
2014年10月项目编制完成，贺州有关部门已启动贺州滨江路景观改造和滨江公园建设计划。贺州市委市政府通过本次设计招标成果的展示宣传，取得良好的社会反响和共鸣，在城市发展和建设方面统一了认识，为“一江两岸”壮丽蓝图的实现打下了扎实的基础。
Implementation performance:
The preparation of the project was completed in October 2014, and the relevant departments of Hezhou have launched the landscape reconstruction of Binjiang Road and the construction plan of Binjiang Park in Hezhou.
