规划顺着沙墩河，依次布局公共活动中心和产业服务中心。在现代路、贵阳路和秦皇岛路集中设置公共服务设施及商业商务设施，协同北部老城区，西、南部产业区和东部石臼片区的发展。居住社区沿着城市公共职能区递次外围分布，形成三大居住组团，并由活力环有机联系。

规划内容：规划依托独特的地理优势以及原有的生态资源，提出“珠联璧合+叶脉拓展“的规划理念，以河流两岸景观为节点串联起一条连续的滨河景观带，结合周边城市功能，打造区域水岸空间。以乐活为主题，通过路网及生态网络的构建，串联多个社区，共享社区服务设施。
