项目背景：
十八大提出“美丽中国”发展战略，海南国际旅游岛的建设也正是上升为国家战略。作为海南省南部中心城市，三亚市将迎来新的发展机会，这就意味着三亚市需要在旅游发展、城市形象、生活水平等方面需要有质的提升。
Project background:
The 18th CPC National Congress proposed the development strategy of "beautiful China", and the construction of Hainan International Tourism Island is also rising to a national strategy. As the central city in the south of Hainan Province, Sanya will usher in new development opportunities, which means that Sanya needs to have a qualitative improvement in tourism development, city image, living standards and so on.
胜利路位于三亚湾和三亚河之间，三亚湾现已发展成较成熟的线状旅游型海湾，胜利路是三亚湾滨海第二界面。如何促使三亚湾的旅游格局由“旅游线”向“旅游面”的转变，作为滨海第二界面的胜利路将起到至关重要的作用，这也是本次规划需要解决的重点问题。
Shengli road is located between Sanya Bay and Sanya River. Sanya Bay has developed into a mature Linear Tourism Bay. Shengli road is the second coastal interface of Sanya Bay. How to promote the transformation of the tourism pattern of Sanya Bay from "tourism line" to "tourism area", as the second interface of the coastal area, Shengli road will play a vital role, which is also the key problem to be solved in this planning.
总体目标：以公共交通为主的交通性城市主干路，兼具有旅游和生活服务职能。
Overall goal: the main road of the transportation city, mainly public transportation, has the functions of tourism and life services.
规划构思：“缝合”
功能缝合：加强胜利路两侧旅游、商业商务、公共服务发展，实现片区有沿海发展转变为整体发展的格局。
生活缝合：提供居住及配套设施，倡导游客与市民互动，达到城市旅游和城市生活之间的平衡。
空间缝合：增加公共活动空间，丰富胜利路沿线景观，加强三亚湾与腹地之间的联系。
规划结构：本次规划设计形成“一轴一带、三段三心”的规划结构。
一轴：沿胜利路打造三亚主城区河西片区的功能发展轴
一带：沿三亚湾、三亚河形成三亚主城区河西片区环岛景观带
三段：规划将胜利路规划段沿线分为三个区段:
生活段：（金鸡岭路-迎宾路）以居住服务功能为主
风情段：（迎宾路-新风街）以商业服务、公共服务功能为主
综合段：（新风街-建港路）以特色旅游、商务办公功能为主
Planning concept: "stitching"
Functional suture: strengthen the development of tourism, commerce and public services on both sides of Shengli Road, and realize the transformation of coastal development into overall development in the area.
Life stitching: provide living and supporting facilities, advocate interaction between tourists and citizens, and achieve a balance between urban tourism and urban life.
Space stitching: increase public activity space, enrich the landscape along Shengli Road, and strengthen the connection between Sanya Bay and the hinterland.
Planning structure: this planning design forms a planning structure of "one axis, one belt, three sections and three centers".
Axis 1: create a functional development axis along Shengli Road in Hexi District, the main urban area of Sanya
One belt: along Sanya Bay and Sanya River, a landscape belt around the island in Hexi area, the main urban area of Sanya is formed
Section III: the planned section of Shengli road is divided into three sections:
Living section: (Jinjiling road Yingbin Road) mainly provides residential services
Style section: (Yingbin Road Xinfeng Street) mainly functions as commercial services and public services
Comprehensive section: (Xinfeng Street Jiangang Road) mainly features tourism and business office functions
三心：
友谊路生活段节点中心，主要为城市公园，提供生活服务功能；
新风街风情段节点中心，主要为海景酒店、文化娱乐中心，提供旅游服务功能；
跃进路综合段节点中心，主要为总部办公、金融商业，提供商务服务功能。
Three hearts:
The node center of Youyi Road life section, mainly for urban parks, provides life service functions;
The node center of the style section of Xinfeng street is mainly Sea View Hotel and cultural entertainment center, which provide tourism services;
The node center of Yuejin Road comprehensive section mainly provides business services for headquarters office, finance and commerce.
道路等级规划：道路的规划充分考虑地块的划分和开发，规划区段形成包括主干路、次干路、支路三个层次的道路体系，
主干路：胜利路、金鸡岭路、迎宾路、新风街；
次干路：友谊路、吉祥街、团结路、光明路、和平路、跃进路、新建路；
支路：其他城市道路。
